Born to Yitzhak Ernst Nebenzahl, later Israel’s state comptroller, he was educated in Jerusalem and became a close student of ר׳ שלמה זלמן אויערבאך. After the Six-Day War he joined the renewed Torah community of the Jewish Quarter, taught at Yeshivat HaKotel and served for decades as rabbi of the Old City before transferring that office to his son ר׳ חזקיהו נבנצל.
