ר׳ ישראל יעקב פישר (1928–2003) was a Jerusalem posek and dayan, rabbi of Zikhron Moshe and, from 1996, Av Beit Din of the Edah HaChareidis. Born to ר׳ אהרן פישר in the Perushim community, he studied at Yeshivat Etz Chaim and became a close student of ר׳ איסר זלמן מלצר. After early service as a neighborhood rav and moreh tzedek, he joined the Edah HaChareidis court and became one of Jerusalem’s most frequently consulted practical halakhic authorities. His nine-volume responsa אבן ישראל treats ritual, family, medical and public questions, alongside volumes of Torah novellae. His rulings were sometimes notably independent, but the record distinguishes documented positions from later anecdotes.
